balsa adds an extra blank line at top of message,
  this makes it unusable to report bugs with,
  so i now have a dozen refused bugreports
  and need to file this bug with reportbug.

The bug was not in balsa, but in me :-(
i had whitespace between 'Package' and ':',
  when bugs@debian.org refused report because of this,
  it inserted a blank line.
Now i can send bugreports to submit@bugs.debian.org with balsa,
  i can even send them to B. Bunny <bugs@debian.org> :-).

I am sorry that i have wasted your time.
