I noticed this when I was trying to build gail with gtk-doc-tools
installed.  (As docbook-xml 4.2-7 does not yet register its XML
catalogs with xml-core, I registered them myself.)  Because the
public identifier didn't match anything in the catalogs, the XML
parser attempted to load the DTD from the network, which failed.
Correcting the DOCTYPE fixed this.
