Bug#270810: capplets: gnome-keyboard-properties does not load us_intl

The gnome keyboard preferences panel, accessed through the keyboard
indicator applet, does not manage to load "us_intl" as keyboard layout.
Instead, a error report window pops up, but the content is not helpful.
I checked /var/log/gdm/\:0.log and found an error report:

Error loading keymap /usr/X11R6/lib/X11/xkb/compiled/server-0.xkm
The XKEYBOARD keymap compiler (xkbcomp) reports:
> Error:            Can't find file "pc/us_intl" for symbols include
>                   Exiting
>                   Abandoning symbols file "default"
Errors from xkbcomp are not fatal to the X server

As a workaround I copied /usr/lib/X11/xkb/symbols/us_intl to
/usr/lib/X11/xkb/symbols/pc/us_intl.  Now I can use the us_intl keymap,
although many warnings are recorded in /var/log/gdm/\:0.log:

Error loading keymap /usr/X11R6/lib/X11/xkb/compiled/server-0.xkm
The XKEYBOARD keymap compiler (xkbcomp) reports:
