Bug#271876: Please split the package up into its component modules

The Description reads in part:

 Nowadays there are tools for managing:
  - Users and groups
  - Date and time
  - Network configuration
  - Bootloaders
  - Runlevels

I would like to see gnome-system-tools split up into packages, one for
each of the above listed components.  

One of the reasons for my wanting this is the fact that some of the
modules are too buggy to use whereas others aren't.
