Bug#273416: gnome-panel: clock-applet drop-down calender to be flexible in week order

the clock-applet, when you click on it, shows drop-down calender in form of current month. problem is that shows week only in week-starts-on-sunday, while MANY countries in the world ahve week starting monday. it could be better if it will be configurable.
