Bug#273491: Documentation not accessible through devhelp

[I'm filing this as a bug report because the repository is currently down]

The .devhelp file needed to make the documentation accessible through the
"devhelp" program is installed outside of that program's search path. The
following patch makes the documentation accessible to "devhelp":
