The mixer applet does recognise local devices only.
When used in a applicationserver/ xterminal environment the mixer-applet
cannot control the sound device, because the sound device is located on a
remote (xterminal) system. This is a similar to the X Windows configuration, where a application does send its outout to a server.
Splitting up the mixer-applet in a server and client part will solve
the problem.
I do classify this as bug and not a wish, because the X Windows System is working in this server client way since the early beginning. Running xterminals with application servers has been a long standing tradition among unix systems.
The mixer applet violates this basic understanding since it does not take
into account the usage in xterminal environments which renders part of
the gnome destop (sound ) unusable.

You are wrong, the X window system is meant to export graphical data to
any X server. Being able to draw window remotly is not a proof to be
able to play sounds remotly or even control devices remotly. The X
window system is not designed to export more than graphical stuff, and
you have to use another software if you like to extend this
exportability.
You can for example use NAS, Rplay, or Mas to play sounds over a
network.
AFAIK, there is no software allowing direct device control over the
network, like is necessary to setup your sound device.
As there is nothing GNOME can do to solve this *wish* until there is any
software library allowing this kind of feature, i then close this
report.
