1. A launcher can only be created on the desktop, not in a folder, even
though it can be moved after creation.
2. A launcher, one created, can only be modified by editing the .desktop
file by hand. No modification dialog.
3. A launcher created with nautilus is too locale dependant. When
switching locale, we get an anonymous launcher. And since we can't know
what it points to within nautilus... (cf. 2)

For me, all these issues are away when using GNOME 2.10. Feel free to
reopen that bug if you feel something's still wrong.
