Hi,
Thanks for your bug.
gnome-menus uses g_get_system_data_dirs () to get the folders, which
returns /usr/local/share/:/usr/share/. A file placed
to /usr/local/share/applications/ and it's listed correctly by
gnome-menu-spec-test, so that works as expected. Do you set
$XDG_DATA_DIRS yourself?
