Bug#311764: gnome-applets: Entering cedilla in 'U.S. English w/ deadkeys' layout

Hi,

I have selected 2 keyboard layouts in the 'Keyboard Preferences' via 
the keyboard layout indicator applet for GNOME.
The first one was 'U.S. English' (us) and the second one 
was 'U.S. English w/ deadkeys' (us_intl). 

In order to be able to enter cedilla, I also add 'Right Alt is Compose'
in the 'Layout Options' lists. This actually could be a wishlist bug 
because it seems to me that with 'us_intl' layout the 'Right Alt is Compose'
layout option should not be selected in order to enter cedilla.

So, this morning, I wanted to wrote a few words in french and then was not
able to enter cedilla with 'us_intl' layout selected. Then I came back to
'us' layout and cedillas could be entered (remember 'Right Alt is Compose'
layout option). Then re-select the us_intl layout and cedillas still could 
not be entered.

Trying to get the cedilla working with us_intl layout, I tried to put the
'U.S. English w/ deadkeys' at the top of the list of 'Selected Layouts' and
then both layouts (us_intl and us) worked consistently.
