Bug#299520: Logging out and back in after killing gnome-panel fixed problem.

OK, so *this* was unexpected.  I logged out to switch to KDE (as I said
before, I thought I was going to have to live with KDE until the gnome
panel was fixed), but then I remembered that I never checked my 
~/.xsession-errors file, so I logged back into Gnome to check that log.

Lo and behold, the panels were back and behaving properly!!  

Thus, the workaround that fixed the problem for me was to kill the
gnome-panel, log out, and log back in.  Shades of Redmond cloud my mind.
