This is not due to packaging problem, but to upstream decision.

Because of territorial fights and disagreement between countries, flags
are no more displayed.

I don't know where is hidden the blocking code, i agree this is not an
acceptable solution, but i'm not to enter the fight myself, thus tagging
this bug wontfix.
