I hereby confirm that I experience the same issue.
Amazingly enough, the corresponding national flags are available in gnome-applets-data:
/usr/share/pixmaps/gkb
/usr/share/pixmaps/gkb/ae.png
/usr/share/pixmaps/gkb/am.png
/usr/share/pixmaps/gkb/ar.png
/usr/share/pixmaps/gkb/at.png
[...]
Besides, the gconf key to enable the flags still exists and it works (sort-of: we get a "no icon" image, instead of
the expected flag, when this is enabled).
Therefore...
Would it be possible that [debian/rules] pass incorrect configuration options that somehow make the gkb applet binary
look for the flags in the wrong folder location?
