I wouldn't mind an override if I had asked for it.  But anyway, it seems
that GTK is designed so that only one of GConf and .gtkrc is used at a
time, and that doesn't seem likely to change.

Right, I realize I'm mixing issues, and this doesn't have to do with
GTK.  Sorry.
