Bug#322517: Yes, it must depend on menu-xdg, I was hit by this

I think many users should be hitting this problem, if they don't look at the
bug database they will not know what to do to fix their menu.
At least recommend it if depending on it is too strong.
I see that gnome-panel suggests menu-xdg but I think this is too light,
should be changed to a recommends because important functionality (the Debian
menu with a lot of applications that aren't easily accesible otherwise) maybe
lost; so this could be considered a policy violation depending on the point
of view :-).
