Bug#379314: yelp: Polish manual pages are unreadable

If I open some manual page in yelp that is translated into polish, all acent
characters are displayed squares with qutotation mark.

I don't know what is encoding of this manual page. But as you can see on
screenshot simple console program like "pinfo" can display this page
correctly.
