Hello Debian GNOME maintainers,

This bug was closed in error since gnome-panel still does not depend on
menu-xdg. 

All the other window-managers include or depend on their menu-method.

This affects sarge to etch upgrade (some users will lose the Debian menu
they had in sarge).
