I've attached a screenshot to demonstrate the problem. 

A workaround is to rename my xchat icon to "xchat_something.png". Then
it works. If the selected icon has the same name as the icon
from the icon theme, Gnome will ignore the icon that I want and that
I've selected. 

There are even more bugs in the panel. When I select "xmms-icon10.gif"
from the Browse icons dialog, I get an error message, that the icon
could not be loaded, even though it was selectable in the Browse icons
dialog and now does show up correctly in the Launcher properties
dialog, but in gnome-panel, there's just a question mark instead of the
icon.

I don't see why the launcher would be able to display the icon
correctly while gnome-panel can't. That's _very_ irritating. A really
bad inconsistancy!
