Bug#385344: gnome-panel consume 100% CPU when GAMIN is use instead FAM

I think I get it. This happens whenever you try to monitor a file that
doesn't exist. As do_is_local always returns FALSE in this case,
fam/gamin is used instead of inotify.

Solution: fix do_is_local (file-method.c:1129).
