I fully agree on this.

As a member of few teams in which no strong leadership is de facto
established (and this is generally good), I think all those teams will
benefit of knowing that they have to test-drive their next release
skills with some intermediate milestone; something like: ``X months
before the release you have to be ready on .. something ..''.

Given that the "X" and the "something" need to be internally defined by
the team I have no idea on how the RMs can enforce that, though.
