I tried this with another window manager (openbox), both while using xte
to change the mouse cursor position and through actually dragging the
mouse to the scroll bar as you explained. With that, I could not
reproduce the behaviour you describe.

Would it be possible for you to check if the same problem occurs under
another window manager on your box?
