Turning on "Show position of pointer when the Control key is pressed" in
System -> Preferences -> Mouse breaks up Control based shortcuts.
Way to reproduce: Turn on the "Show position" thing and try for example
Ctrl+Alt+L to lock screen. Not working (Hope it's not only on my system)
