My home directory filled up and epiphany's user interface completely
locked up while it was trying and failing to write the cookie file. The
problem is that it gives no indication of what went wrong.
A normal user would probably kill the program and restart it, likely
running into the same problem again. I only figured out what went wrong
by stracing the process (it retries the writes about every second on
ENOSPC failure).
