Actually this file should have been removed long ago. The actual
configuration was in HAL.

The new HAL configuration uses PolicyKit, and apparently authorizes the
active user to change the CPU scaling, by default.
See /usr/share/PolicyKit/policy/org.freedesktop.hal.power-management.policy
