gtkdoc-scan: touch MODULE-overrides.txt when missing. Fixes #590625
gtk-doc.make puts $(DOC_MODULE)-overrides.txt in EXTRA_DIST, so this
file must exist to be able to "make dist".

Could you cherry pick those two commit for a 0.13-X release for debian. I will
do a 0.14 release in february if things work you fine. Unfortunately there seems
to be less testing from developers with git versions and I am the only project
developer :/
