It’s not a question of being safe. Of course it is safe to require
higher versions than the ones actually needed.
However, you should not ask for more than what the package actually
requires, since it is going to complicate the work of people making
backports or using the packages for other purposes. For packages like
glib which ship .symbols files, this will also needlessly bump the
runtime dependency.

It can be a good exercise :)
Please also test the package; if you have an application that uses it
heavily, it will better than the kind of testing we can give it.
