gtkmm 2.22.0 package

Hi,

(Sorry for the lack of response, school work takes time.)

The packaging for pangomm is a good start I think. Also, proper
version dependency needs tweaking carefully. I may still not have time
to work on this in the near future, any help is appreciated.
