Bug#603854: nautilus: apply permisions enclosed doesn't work when root

when attempting to apply permisions to all enclosed files and folders in
nautilus it doesn't apply said changes to any of the enclosed files at all
really whenever it is set to 'owner=root'. This happens when i'm copying data
from an old hdd onto a new one and so on and so forth, when this happens the
files still retain their 'root=owner, group=root' status even though i have
clicked on the folder they are contained in and set it to owner=macarthur
group=macarthur.

they still contain the same things and this problem has been in nautilus in
5.05 till now in squeeze with the latest package as of righting this. Having to
manually go in and change several thousand files is not my idea of a fun time,
so this bug is extremely annoying at the least.
