same problem here on a wheezy updated box.

and also in my box I'm able to start epiphany with a new user.

after some investigation probably I have found the problem.
after purging epiphany-extensions-more (0.6.7) and gir1.2-epiphany-2.29
(2.30.6-2) epiphany run without problem.
can you check if also you also have epiphany-extensions-more installed?
in that case try purging epiphany-extensions-more and
gir1.2-epiphany-2.29. kill any existing epiphany process and try to
restart it.
