This menu is replaced by the “user menu” which should be displayed on
the right of the top panel.

Theoretically, you should have gotten a brand new configuration with the
gnome-panel upgrade, with this new user menu (which is actually an
applet) on the right. If not, I’m interested to know why. Did you
upgrade directly from 2.30 or did you try the 2.91 version inbetween?
