I do have the "user menu" on the right.   However, it has a total of 6
items (not counting separators, which i'll indicate as "----"

 * Available
   Busy
 ---
 ---
  Lock Screen
  Switch User
  Log Out...
 ---
  Shut Down...

Nothing there resembling the old preferences or administration menus.
