Bug#675387: Option to enable/disable CTRL+ALT+F<n> (virtual console) seems to have inverse effect

I tried to enable the key combination: CTRL+ALT+F<n> to change to a virtual
console. But after this, this key combination didn't work. Disabling this
setting however enables this key combination. To me this looks like the option
has the inverse effect than intended. To verify:

gnome-control-center region
Layouts > Options > Misc. compatibility options > Special keys handled in a server
enable
now try CTRL+ALT+F1 (doesn't work)
disable
now try CTRL+ALT+F1 again (works)
