The packages higher up the hierarchy need some binNMUs now that
libdbus-1-3-udeb exists. I requested at-spi2-core and at-spi2-atk in
<http://bugs.debian.org/726122>. It looks as though Gtk3 may have been
uploaded frequently enough not to need the same.
As far as I understand it, whenever udebs are introduced outside
"least dependencies first" order, binNMUs will be needed afterwards.
Perhaps dpkg-shlibdeps should fail (make udebs FTBFS) if udebs'
library dependencies can only be satisfied by ordinary debs?
