Actually, this is more likely to break Jessie to Jessie+1 upgrade.
The problem is caused by the need to break the cycle during upgrade.
Adding new cycle is not an issue per se (except that of course the
cycle will need to broken in the next upgrade). The symptom is apt-get
trying to remove packages instead of upgrading them.
