According to

"We want make it mandatory for dialogs to have transient parents,
eventually. This is a first step in that direction."
So, perhaps this is currently not really a bug in zenity, but this
will become a more important bug with some future version of GTK+,
once this has been made mandatory. So, in short, zenity should be
fixed.
