Bug#895043: libgtk-3-0: unexplained downstream patch disables VIQR input method in Vietnamese locales

Hi McVittie,

I definitely cannot speak for all Vietnamese users. I do not know how many
people out there are still using VIQR. However, for people who do not know
or are not used to VIQR, it is definitely a troublemaker. The same can be
said for other input methods.

I grew up in an environment in which people were used to VNI or Telex input
methods. I know nothing about VIQR. Although I would really like to not
have VIQR as the default choice, I have no objection to letting it be
enabled. Disabling it to me seems like a quick fix.

What I am trying to say is that it should not be the default, but it should
not be disabled either. That is my take on this matter.
