Bug#916454: gtk-doc: Please update gtk-doc to 1.29 (see note)

There is a new gtk-doc release. It converts to python3 but comes with
an "interesting" changelog entry. I don't see a strong need for this
package to switch to python3 so I think we should hold off on this
upgrade until we need it.

"Note that this is a nonmaintainer release and that tests are known to
be broken."
