Bug#1007245: gnome-control-center: Update to 42

The 2 hard blockers to build gnome-control-center 42 are that we need
GTK4 builds of libnma and colord-gtk.

I intend to update colord-gtk based on how we handle libnma.

There is a softer dependency on the NM VPN plugins being rebuilt for
GTK4. Softer because gnome-control-center will build without them but
it would still be an annoying regression.
