Bug#1086838: gtk4: Remove udebs for Trixie?

The Debian Release Team has proposed that the initial freeze in
preparation to release Debian Trixie be a freeze of "udeb producing
packages." [1]
gtk4 produces udebs in anticipation that they will eventually be
needed by the Debian installer. However, the installer still uses gtk2
and I don't believe anyone is actively working on porting it to gtk3
or gtk4 now. See https://bugs.debian.org/1070706 which points out that
the gtk4 udeb is unusable currently.
Therefore, to avoid needing special treatment from the Debian Release
team, I suggest that we could stop building libgtk-4-1-udeb. Maybe we
could resume building it early in the forky release cycle if that
helps?
Other alternatives:
- Keep building the udebs in experimental to avoid needing to go
through binary NEW later. However, I think this would be awkward to
manage since I think it is likely for us to stage other gtk4 work in
Experimental.
- If the Release Team can easily exclude libgtk-4-1-udeb from their
*udeb release block, then we probably don't need to do any action here
at all now
