I have been trying to do some of the groundwork towards making the
installer use GTK 3, but the GTK 3 udebs are also not currently usable
(they need a couple more X11 libraries to add udebs).

However, I don't think that work is likely to land before trixie unless
the trixie freeze is significantly later than what we had been assuming.

We would have to go back through NEW for this, which could lead to annoying
delays later.

This is the route I'd prefer, if it's something that the release team is
able to arrange.
