[pkg-gnupg-maint] Bug#795830: gnupg-agent: please document backwards-incompatible changes in NEWS.Debian

Version: 2.1.7-2

"gpg-agent --daemon" no longer prints shell snippets on stdout, and the 
--write-env-file option is a no-op. These are backwards-incompatible 
changes (which broke my scripts that were ensuring that gnupg-agent is 
always running). I think they warrant a NEWS.Debian entry.
