I only saw this problem yesterday (local time), as it prevented me from
running git commit -S, so according to dpkg.log that means it first
appeared in 0.9.3-1 or 0.9.3-2 (time in UTC):

I suspect it's the former, since I probably upgraded on the 3rd, and due
to gpg-agent's 86400-second passphrase caching, I wouldn't have been
prompted again until probably around 23:00 on the 3rd or 00:00 on the
4th.
