Well, in case of multiple arches, it's best to contact the
debian-wb-team at lists.debian.org list.  There are many people on
that list with access.

Yes.

Access currently allows you to do most things, there is nothing
for just retrying it.  And I guess you can wonder too about why
only give retry access and not full.

Anyway, part of this is that we might know things about what is
going on that you don't.  It might involve also involve
coordination with the release team and things like that.  And it
clearly doesn't happen so often that it's annoying us to do
something about it.
