[pkg-gnupg-maint] give back GnuPG 2.2.0-3 on hppa? (to bell, preferably)

suggests that hppa is the only architecture with this failure.

Previous versions of hppa with only a few changes built fine on bell:

But it might be that gnupg2 is only buildable on bell, and not on
physik or panama or parisk

Could the hppa buildd maintainers give back 2.2.0-3 to bell?

Are there differences between bell and the other buildd machines that i
should consider?
