[pkg-gnupg-maint] give back GnuPG 2.2.0-3 on hppa? (to bell, preferably)

Mx3210 (aka bell) runs custom built kernels (currently v4.13) while the 
other hppa buildd
machines run stock Debian kernels.  Parisc and panama are UP machines.  
Mx3210 and phantom
are 4-way SMP machines (rp3440 and c8000).  Phantom is the fastest hppa 
buildd but it suffers
from random memory issues (possibly hardware).

Nominally, the chroot environments are the same for all hppa builds.  
Maybe the gnupg2 test fails
are a kernel issue:
