Yes Debian is not only GNUstep. I have no problem with a Recommends or
Suggests. But Depends would be wrong imho.

About #240779 adding apps-wrappers to depends won't ensure gworkspace
to work as expected out of the box, because apps-wrappers don't
depends on the apps it has wrappers for. So i would just tag this
wontfix with an explanation why it won't work the way he thinks it would.

pity there is no gnustep browser yet. so i'm stuck with links2 -g,
dillo and galeon (depending what i surf, and if i need web forms).

I have gworkspace (not yet 0.7.0) and zipper is not running, tar.gz,
tar.bz2 are shown with the zipper icon in gworkspace and when i click it
gworkspace (or something else) launches zipper and shows me the content
of the archive. yes something must be wrong with your setup but i don't
know what. maybe defaults read gworkspace or defaults read zipper helps?
and the gworkspace default application configuration...
