What are the requirements for the service that would host the mailing list?

For instance: How long should be the minimum lifetime of the ML address?
Are archives a requirement? What’s the minimum lifetime of archive
“perma”links? Are there legal and policy requirements for the underlying
service?

This will be important if lists.debian.org rejects the request.
