There is no requirement for a mailing list.  The Maintainer: field
should be a deliverable address of a real person or a group of people
behind it; it can be an alias.  The lifetime is the offical support
for a particular stable release but AFAICT it's not enforced
post-release (IOW, if I am a maintainer of a particular package in
stretch and my address starts to bounce, the package is not going to
be removed from stable just because of that).

This begs the question how the transition is going to be managed when
there are gazillion of mailing lists at Alioth that are maintainers of
Debian packages (about 1/3 of the archive).  If there is no transition
period and some kind of redirection, it's clearly not possible even if
we assume that all mailing lists are migrated.

It's completely unclear to me.  The salsa documentation suggests to
use <package>@tracker.d.o in the Maintainer field but it doesn't work
for teams maintaining several packages.
