The kodi version on http://archive.raspberrypi.org seems to be the
culprit. It does not seem to be based on the official Debian packaging
and has an inflated version number ("2:xxxx") which prevents an upgrade
to the 16.x version on raspbian.org.

I am not familiar with the raspian derivatives, but I guess that
after dropping the jessie line from sources list removing and
reinstalling kodi should work.
