[pkg-go] git-hosted packages and debian/watch

It’s appropriate to cut a release whenever, since that’s what go
upstream claims :).

As for debian/watch, I currently leave it empty, and was planning to
address this by having a thing that watches git repositories and informs
us of new commits, ideally building all affected packages and just
automatically updating the package if everything still compiles and
tests okay.
